Saratoga Sprint Sailing Instructions

1. RULES

1-1 The Race shall be governed by the 2005-2008 Racing Rules of Sailing (RRS), the rules of the Performance Handicap Racing Fleet of the Northwest and the WINSA 2007 Notice of Race. Pacific International Yachting Association safety equipment, as specified in the respective Class Rules, must be carried. This series is a PIYA Cat III event. All those taking part in the racing do so at their own risk and responsibility. The officiating organization is not responsible for the seaworthiness of a boat whose entry is accepted in accordance with RRS Part 1, Fundamental Rule 4.

1-2 Participation in this event requires Skippers to represent to WINSA that their yacht has liability insurance currently in effect covering property damage, personal injury and death in an amount not less than $300,000 per occurrence, and that the policy covers yacht racing activities, and acknowledges that the decision to enter their yacht and particpate in this race series is solely their own. Participants further agree to be bound by the International Yacht Racing Rules as adopted by US Sailing, including national prescriptions, except as modified by the organizers, and the race notice for this event.

1-3 WINSA races are open to all monohull yachts. Entrants need not be members of a recognized yacht club. The Committee reserves the right to accept or reject any or all entries.

1-4 Entrants must have a PHRF-NW current rating certificate; however, entrants not currently rated may be assigned an interim rating by the Club Handicapper for this race only.

2. ENTRIES

Registration and entry fee shall be submitted to the Race Committee prior to the start of the race in accordance with the Notice of Race.

3. SCHEDULE

Captains' meeting at the head of the dock at 8:45 am. A warning signal for the race will be sounded at 9:59 AM. The five-minute starting sequence will begin at 10:00 AM. The actual race starts at 10:05 AM or as close as possible thereafter if a delay is needed .

4. COURSE

The course will start in the vicinity of the Oak Harbor entrance buoy R-2, go around the Baby Island buoy C-1 keeping it to port, and return to a finish line near R-2.

5. STARTING AND FINISHING

5.1 The starting and finishing lines will be between a red starting or finishing pin and an orange flag on the Committee Boat (the R-2 buoy may be used in place of a red starting/finishing pin).

5.2 Before the starting sequence, the postponement flag "AP" will be flown. It will be lowered one minute before the yellow (class) flag.

5.3 Starting Signals will be made as follows:

TIME FLAG COLOR POSITION SIGNAL
6 minutes Postpone Down beep, beep, beep, etc.
5 minutes Yellow (class) Up Horn: long blast
4 minutes Blue Up Horn: long blast
1 minute Blue Down Horn: long blast
Start Yellow Down Horn: long blast

6. RECALLS

6.1 Individual and general recalls will be in accordance with RRS Rule 29. The Race Committee will attempt to hail premature starters and, if necessary, call them on channel 72. Skippers must be alert for recall announcements.

6.2 A General Recall will be in accordance with Racing Rule 29.3 (General Recall) with the following modification. In the event of a general recall, Code Flag "I" will be displayed along with an audible alerting. A new starting sequence will begin approximately five minutes later. The round-the-ends rule (one minute) will be in effect.

7. TIME LIMIT

7.1 The time limit for the completion of the Saratoga Sprint is seven hours. The final finish time is 5:05 PM and the Race will be called at that time. Yachts not finishing within the time limit will be scored as DNF.

7.2 In the event of persistent light winds, the Race Committee may shorten the course. The finish line will be between the new location of the Committee Boat and the finish line pin.

8. SCORING

8.1 Corrected times will be calculated using the Time-on-Time method.

8.2 The 720 turn penalty as provided by Rule 44.1 of the Racing Rules will apply.

8.2.1 720 turn penalty for fouls between boats.

8.2.2 360 turn penalty for hitting marks.

9. RADIO USE

VHF channel 72 will be used for all racing activities.

10. PROTESTS

Protests will be in accordance with Part VI of the IYRR, as amended by the USSA, and must be filed with the Race Committee within one (1) hour after the Race Committee Boat reaches the dock.

11. RESULTS and BARBEQUE

The race results will be announced at a barbecue after the race, at 5:30 pm or shortly thereafter. Trophies for first, second and third places will be awarded. The venue will be at the bbq pit area in the park area.
