Fall Race Series 2008 Sailing Instructions

1. RULES
1-1 The Race shall be governed by the 2005-2008 Racing Rules of Sailing
(RRS), the rules of the Performance Handicap Racing Fleet of the
Northwest and the WINSA Notice of Race. Pacific
International Yachting Association safety equipment, as specified
in the respective Class Rules, must be carried. This series is a
PIYA Cat III event. All those taking part in the racing do so at
their own risk and responsibility. The officiating organization is
not responsible for the seaworthiness of a boat whose entry is accepted
in accordance with RRS Part 1, Fundamental Rule 4.
1-2 WINSA races are open to all monohull yachts. Entrants need not be members of a recognized yacht club. The Committee reserves the right to accept or reject any or all entries.
1-3 Entrants must have a PHRF-NW current rating certificate; however,
entrants not currently rated may be assigned an interim rating by the Club
Handicapper for this race only.
2. ENTRIES
Registration and entry fee shall be submitted to the Race Committee
prior to the start of the race in accordance with the Notice of Race.
3. INSTRUCTION CHANGES
Changes to the race instructions will be posted on the internet, and
the Oak Harbor marina bulletin board. Last-minute
changes may be given at the Skippers' Briefing or from the Race Committee
Boat.
4. SCHEDULE
4.1 Skippers' Meeting and Registration will be held September 6th,
at 11:00 am by the Oak Harbor Marina bulletin board.
4.2 The Fall Series races will be held every Saturday at 1:00 PM
during the month of September (starting on the 6th).
4.3 A warning signal for the first race will be sounded at 12:59
PM. The five-minute starting sequence will begin at 1:00 PM, and
the actual race will start at 1:05 PM,
or as close as possible.
4.4 In case of light air or high wind conditions, postponement will
be posted at the Oak Harbor Marina office.
5. COURSE
5.1
Courses will be set in Penn Cove or Saratoga Passage, depending on wind direction.
5.2
Race Commmittee will hail the fleet prior to or during the start sequence.
5.3 All roundings will be to port.
6. STARTING AND FINISHING
6.1 Before the starting sequence the postponement flag "AP" will
be flown. It will be lowered one minute before the yellow (class)
flag.
6.2 The starting and finishing lines will be between the designated
starting or finishing pin and an orange flag on the Committee Boat.
6.3 Yachts must cross the start line in the direction toward the first
mark and cross the finish line in the direction from the last mark
regardless of the relative positions of the next or finish mark and
the committee Boat.
6.4 After starting, yachts will not cross the start line except to
finish.

7. RECALLS
7.1 Individual and general recalls will be in accordance with RRS Rule
29.
8. TIME LIMIT
8.1 Boats finishing 45 minutes after the first boat shall be scored
DNF.
8.2 If no boat finishes 30 minutes before sunset, the race will be
abandoned. Crescent Harbor boats must be in their slips before sunset.
9. SCORING
9.1 The low-point scoring system will apply. After each set of
six races is completed, each boat's worst score for the set will
be discarded.
9.2 In the event of a tie, throwout races will be counted as tie breakers.
9.3 If there are three or more boats "flying" and three or more
"nonflying," they will be scored as separate classes.
9.4 The 720 turn penalty as provided by Rule 44.1 of the Racing Rules will apply.
9.4.1 720 turn penalty for fouls between boats.
9.4.2 360 turn penalty for hitting marks.
10. RADIO USE
VHF channel 72 will be used for all racing activities.
11. PROTESTS
Protesting is discouraged. The intent of the race is to learn and have
fun. However, should a protest be appropriate it will be handled in
accordance with Part VI of the IYRR, as amended by the USSA, and must be
filed with the Race Committee within one (1) hour after the Race Committee
Boat reaches the dock.
12. RESULTS
The results will be announced on the internet and posted on the
Oak Harbor marina bulletin board. Various trophies will be awarded:
for first, second and third places, and for accomplishments considered
noteworthy by the Race Committee.
