- RULES
- This series will be governed by the 2005-2008
Racing Rules of Sailing (RRS), the rules of the Performance Handicap
Racing Fleet of the Northwest, and the WINSA 2008 Notice of Race.
Pacific International Yachting Association safety equipment, as
specified in the respective Class Rules, must be carried. This series
is a PIYA Category III event. All those taking part in the racing do so
at their own risk and responsibility. The officiating organization is
not responsible for the seaworthiness of a boat whose entry is accepted
in accordance with RRS Part 1, Fundamental Rule 4.
- WINSA races are open to all mono-hull yachts.
Entrants need to be members of WINSA, MILLTOWN or OAK HARBOR YACHT
CLUB. The Committee reserves the right to accept or reject any or all
entries.
- Entrants must be a member of PHRF-NW and have a
current rating certificate; however, entrants not currently rated may
be assigned an interim rating by the Club Handicapper for this series
only.
- ENTRIES
- Registration and entry fee shall be submitted to
the Race Committee prior to the start of the race in accordance with
the Notice of Race.
- INSTRUCTION CHANGES
- Changes to the race instructions will be posted on
the Internet and/or Oak Harbor marina bulletin boards.
- SCHEDULE
- Skippers Meeting and Registration will be held
August 9, 2008 at 2:00 PM by the Oak Harbor Marina bulletin board.
- A warning signal for the first race will be sounded
on/about 3:00 PM. The five-minute starting sequence will begin on/about
1 minute later and the actual race will start on/about 5 minutes later.
- CANCELLATION OF RACE
- In case of high wind conditions (winds exceeding 30
MPH), postponement will be posted on the internet and Oak Harbor marina
bulletin boards not less than 1 hour prior to start time. There will be
an announcement on VHF channel 72 at that time.
- If winds exceed 30 MPH on the course as measured on
the committee boat the race will be abandoned. An announcement on VHF
channel 72 will be made.
- In light air (winds less than 3 knots with no
indication of improvement), the race will be cancelled on the water not
less than 45 minutes following the scheduled start time. An
announcement will be made on VHF channel 72.
- 5-4 It shall take 3 flying spinnaker and 3
non-flying boats to qualify a club, not including the committee boat,
and a minimum of (2 qualifying) clubs to validate the race.
- COURSE
- Courses will be set within the area of Penn cove,
Saratoga Passage, and Oak Harbor.
- The sequence of marks for each course will be
posted on the committee boat before the start sequence. If the course
is not posted, the Race Committee will hail the fleet prior to or
during the start sequence.
- All roundings will be to Port unless otherwise
specified by race committee.
- STARTING AND FINISHING
- Before the starting sequence the postponement flag
"AP" will be flown. It will be lowered one minute before the yellow
(class) flag is raised.
- The starting and finishing lines will be between
the designated starting or finishing pin and the orange flag on the
Committee Boat.
- Yachts must cross the start line in the direction
toward the first mark and cross the finish line in the direction from
the last mark regardless of the relative positions of the next or
finish mark and the Committee Boat.
- After starting, yachts will not cross the start
line except to finish. Those found on the course side at the time of
the start must round the R-2 or the committee boat to clear the start
without interfering with any other vessel on their proper start. This
includes those who are over early!

- RECALLS
- Individual and general recalls will be in
accordance with RRS Rule 29.
- PENALTIES
- The 360 rule will apply for hitting a mark and 720
for fouling another boat.
- TIME LIMIT
- Boats must finish within 5 hours of the start.
- If no boat finishes within the time allowed, the
race will be abandoned. 1 boat must finish to be awarded the trophy.
- SCORING
- Scoring will be conceived of: The average corrected
time of the first 3 flying boats, the average corrected time of the
first 3 non-flying boats, add together and then divided by 2. The
fastest time will win. Event of a tie, a fourth boat can/will be added
to both classes if possible.
- In the event of a tie, then the flip of a coin
between both clubs will determine the winner.
- RADIO USE
- VHF channel 72 will be used for all racing
activities.
- PROTESTS
- Protests are discouraged. We are all sailors here
to have fun! We know the rules, those in the wrong just do the penalty
turn. In the event the situation cannot be resolved, a committee will
have to be formed consisting of one member from each club who is not
involved with the protest in any way.
- RESULTS
- The results will be announced at the Oak Harbor "F"
dock unless designated else where at the skipper's meeting. The results
will be posted by all three clubs on their website. If the winner
wishes to brag further, they may brag to whom ever they wish and have
published in any and all sailing magazines and websites. The winner
shall not however treat any of the participants in a demeaning or
harassing way. The winner shall not be offensive or hurtful to any
participant, club member, or spectator.
